RULES

NAME AND OBJECT

  1. The club shall be called ‘Irlam Catholic Men’s Social Club and its object shall be to afford social and recreational activities for its members.

MEMBERSHIP

2. Membership shall be open to all Catholic’s over 18 years of age.  A deposit shall be paid by the candidate on his nomination, to be returned I n the event of his not being elected.

The names of candidates for membership be entered in a book kept for that purpose, each candidate to be nominated and seconded by members of the Club and elected by the majority of the Committee present.

Every member on election shall be presented with a copy of the rules free.  The committee shall have the power to elect honorary members.  They may also recommend the election of special Life-members by members at a General Meeting.

SUBSCRIPTIONS

3. The annual subscription fee, set by a General meeting of members, shall be payable in April.  Any member who shall not have paid their subscription by June 1st cease to be a member.

GENERAL MEETING

4. A General Meeting for Members only shall be held before 30th June following the end of the financial year, to receive a statement of accounts and balance sheet presented by the accountant.  A report by the committee for the year shall also be presented.  At least 7 days’ notice with an agenda of the business to be conducted at each meeting shall be posted in the club.  A member requesting any other business to be included shall submit it in writing to the committee with at least 14 days’ notice prior to the meeting.

SPECIAL GENERAL MEETINGS

5. A Special General Meeting shall be called by the Secretary in the following cases:-

  • Upon the direction of the Committee
  • On a requisition signed by 10% of members stating the object thereof

Notice of any Special General Meeting and the object for which it is called shall be posted by the Secretary in the Club at least 10 days prior to the date of the meeting.  Should the Secretary not convene a Special General Meeting according to this rule, the requisitions may seven days after the delivery of this requisition, call such meeting, giving such notice as is provided in this rule.  No other business than that named in the notice shall be brought before a Special General Meeting. A Special General Meeting may proceed to be business if 10 members are present within a half-hour of the time fixed for the meeting, otherwise the meeting shall be dissolved.

OFFICERS

6. The officers of the club shall consist of three Trustees (who shall be elected at a General or Special General Meeting by a majority of the members present and entitled to vote thereat and shall remain in office during the pleasure of the Club, or until resignation)

A Chairman, Vice Chairman, Secretary, Treasurer, Assistant Secretary and Social Secretary.

The Chairman, Vice Chairman, Subscription Secretary and Social Secretary to be elected by the members of the Annual General Meeting.  The Secretary, Treasurer and the Assistant Secretary to be elected by the committee.

In the event of a vacancy arising amongst the officers (other than Trustees) by death, resignation or other cause, the committee shall have the power to elect a member to fill the vacancy until the next General Meeting.

TRUSTEES

7. All the property of the Club shall be vested in the Trustees representing and acting for the whole of the Members of the Club.

CHAIRMAN

8. The Chairman shall, when present, preside at all meetings of the Club, and at any meeting he may attend shall, in addition of three members, one shall be elected each year to serve a period of three years.  The Committee shall control the management of the Club and shall have power to engage or dismiss any servant.  It shall have the power to purchase articles and do all such things as it may deem necessary for the carrying out of the objects of the Club.

The Committee shall not have the power to make any additions to the Assets of the Club in the way of purchasing and Land or Buildings, nor shall they distribute any surplus funds to the members without prior consent of the members at a properly convened General Meeting.

It shall have the power to expel any member for unsatisfactory conduct.

It shall meet at least twice a month and not less than one third of the Committee shall for a quorum.

No resolution of the Committee shall be rescinded unless notice to rescind has been given at the previous meeting of the Committee.

Any member not attending for three consecutive meetings shall, unless he sends an explanation which the Committee consider satisfactory, cease to be a member.

Any members who shall cease to be a financial member or shall have been expelled, shall vacate his seat.

In the event of a vacancy occurring on the Committee, other than the normal expiration of office, the unsuccessful candidate at the most recent general election receiving the next highest number of votes to the election quota, shall be co-opted on to the Committee for the unexpired period of the relevant office.

Any Committee man with unexpired term of office, who seeks election as an officer, shall forfeit his committee place only if elected.  The required number of Committee men be then elected by voting scores.

All representative activities of Club members must appoint an appropriate secretary who will be responsible for submitting their reports and accounts to the Club Secretary to his vote as a member of the Club, have a casting vote.

TREASURER

9. The Treasurer shall receive all monies belonging to the club and pay the same to the credit of an account at such bank and in such manner as the Committee may direct, and further shall keep such accounts and pay such debts of the club as the Committee direct, and shall, when required to do so, render to the Committee or Trustees or a General Meeting, an account of the monies received and expended by him.

SECRETARY

10. The Secretary shall keep upon the Club premises a membership record held on a data base containing the names and addresses of members and of their subscription payments.

    He shall obtain Licence Certificates, carry out the directions of the Committee, and subject to such directions, receive all monies on account of the Club and pay the same to the Treasurer and keep such accounts as the Committee may direct.  He shall attend all meetings, take minutes of the proceedings, prepare balance sheets and submit the same to the accountant.

    AUDITORS

    11. There shall be an accountant who shall be a public accountant, who may not be a member of the Committee, or held any office in the Club.  He shall prepare the balance sheets, and for that purpose shall have access to all books and accounts of the club and either sign the same as found by him correct or shall specially report to the Club in what respects he shall find it incorrect, unvouched, or nor in accordance with the law.  A copy of the annual balance sheet for the year ending on the previous 31st March shall be displayed in the club.

      THE COMMITTEE

      12. The Managing Committee shall consist of the Chairman, Vice Chairman, three Trustees, Secretary, Treasurer, Assistant Secretary, Subscription Secretary, Social Secretary and three members over 21 years of age.

        MISCONDUCT OF MEMBERS

        13. No bad language, drunkenness or other misconduct shall be permitted on the Club premises.

          Only minor gambling strictly in accordance with the Betting, Gambling and Lotteries Acts or the Gambling Act 1968, shall be permitted, and this only to an extent considered by the Managing Committee as conducive to the good conduct of the Club.  Any member offending under this rule shall ve dealt with by the Committee under rule 12.  The Chairman, Secretary Steward, Assistant Secretary, Treasurer, Subscription Secretary and Social Secretary shall each be empowered to order the withdrawal of any member offending under any of the heads specified in this rule from the Club premises, such members shall have no right of re-entry to the Club premises unless summoned by the Committee.

          INTRODUCTION OF GUESTS

          14. A member may personally introduce guests in accordance with current legal requirements.  The visitor and the member introducing him shall sign their names in a book kept for that purpose.

            The following shall not be admitted as visitors:-

            1. Former members who have been expelled.
            2. Persons who, having been nominated for membership, have been rejected.

            SALE OF EXCISABLE ARTICLES

            15. Members and their guests must strictly observe all legal requirements as to the purchase and consumption of excisable goods on their premises.  Any infringement and the member concerned may be expelled from membership on the fact being duly proved, it shall be the duty of any member of the Club becoming aware of the breach of rules to report it at once to the Secretary of the Committee.

              HOURS OF OPENING AND CLOSING

              16. The Club shall be opened as follows: –

                Monday, Tuesday, Wednesday, Thursday, Friday, Saturday, Sunday, 11.00am-2.00am

                The Committee of the Club shall be empowered to vary these hours.

                SALE OF INTOXICATING DRINKS

                17. The Bar will be open for the sale of intoxicating drinks as follows: –

                  Monday, Tuesday, Wednesday, Thursday, Friday, Saturday, Sunday 11.00am-1.00am.

                  The Committee of the Club shall be empowered to vary these hours.

                  Any change in the Licensing Laws – Members will be notified accordingly at the Committees discretion.

                  DISSOLUTION

                  18. The Club may at any time be dissolved by some instrument of dissolution by the consent of three-fourths of its members, testified by their signatures of a Special General Meeting,  The property to be held in trust until such time as another Club shall be formed.
